Raikou, Skarmory and Suicune are the best defensive core in Gen 2. They wall 90% of the metagame between them, and can abuse Spikes with Roar and Whirlwind.

With a core that relies on Spikes, but can abuse them heavily, you need to keep Spikes down at all times. A spiker (Cloyster or Forretress) is essential, and a spinblocker (Misdreavus or Gengar) is helpful.
