That isn't really fair, Charizard had to compete with two god-tier designs as starters. Meanwhile Typhlosion doesn't have any real competition, so of course it would get picked more. I think in general people would put Charizard over Typhlosion.

Overall, I don't think this poll's mechanics are very good for comparing cross-generational popularity among starters.
