Maybe they are content with Lucario as a badass non-starter partner and don't feel like making a replacement or competition. If a new pokemon becomes very popular it could be in a different niche like Mimikyu being a cute lonely pikachu fan.

They did replicate it's success, just with Greninja.

For a Pokemon outside Generation 1 to reach popularity, the important thing it needs is POWER. To be popular a Pokemon needs to be oppressive in battle, that's why Lucario stayed relevant in popularity, because Mega Lucario saved it from irrelevance.

It's also why the Alola starters will never be popular, because they lack Power.

Except they are popular by virtue of being starter pokemon, which are pretty much guaranteed to get a ton of fanart and sell a ton of merch. That's why TPC still shills them so much.

Charizard was shit competitively and pretty much the worst of its trio(until megas arrived), but it still retained a massive amount of popularity for so long. Delphox is also shit competitively, but Fennekin and Braixen are still popular because of their designs. Pikachu is shit in competitive too, but still popular because TPC pushes it everywhere.

Competitive fans are a minority of the fanbase, and Lucario is still being shilled outside of the games too. Power isn't a huge component of what determines popularity, it's also design and how well Gamefreak decides to shill it.
