most of the gen 3 pokemon are rather good or atleast have a certain charme, however there are of course those that in my experience alot of people dislike.
Luvdisc and Marshtomp stand out to me but the whole Minun/Plusle and Volbeat/Illumise thing is also rather bland.

Gen III has some of my favorite designs in the series, but it also has some pretty bad ones. I'd say it's a polarizing gen. Gen II's designs are the most consistent, I think. Not the best necessarily, but the most consistent.

I heard people calling Primarina more beautiful than Milotic, but blue wig and sea fashion trinkets plastered on pale anorexic sea lion to make it pass off as a mermaid isn't exactly my idea of pretty either and just looks borderline ridiculous as well. Maybe I just have weird standards.

I always saw them a bit out of place, but never really thought of them as something the design itself wouldn't need. Whenever I see them, it always crosses my mind that it's so it's able to breathe. I'm not sure that's hair though, I think of them more as a extra layer of fins for whatever reason.

I honestly don't really remember Gen III designs too well. Their style and aesthetic feels really bland, and none of the designs really stood out for me besides Aggron, Crawdaunt, Cacturne, Babette, Shedinja, and Metagross.

Milotic always looked like a japanese spirit to me, at least its original sprite which looked more menacing/mysterious. Gen IV fucked up most of the sprites by focusing on making them too big.
