Catching a legendary in a ball places heavy limits on what it can do outside of battle.
That's why Team Galactic needed the Red Chain to control Dialga and Palkia.

There's nothing really confirming that. There's been no example. Consider Galactic have been wrong before about things they believe, and we don't know where they got this information from, since they shouldn't have any experience catching Legendaries, we can't exactly just take that at face value. Especially consider how certain Legendaries have been shown using their power even under a Trainer's control, like Nebby being able to easily travel between worlds. In fact, in the very next game after Platinum, we see a caught Celebi time traveling and a caught Arceus CREATING Legendaries that rule Space, Time and Distortion World.
So yeah, Galactic was just being retarded. As always.
