Wrong.
There is ample evidence that Arceus is capable of rewriting reality on a universal scale, or at least on the level of the entire Pokemon world, mostly because if it can't it would be flat-out weaker than Dialga and Palkia. In Diamond and Pearl, those two are actually seen making Cyrus's new universe right up until the Lake Trio shows up to stop them. In Platinum, if I recall correctly, the process goes unimpeded until Giratina gets grumpy and fucks everyone off to the Distortion World.

For a less concrete feat, there's also the Sinjoh event in HeartGold/SoulSilver where it's strongly implied that Arceus makes an entire universe to give you a baby Dialga/Palkia/Giratina.

When they say Arceus shaped earth with its 1,000 hands, it's a reference to how it made Zygarde, the order Pokémon, to govern earth via 1,000 Arrows and 1,000 Waves
