Usually I box whoever's the highest level, to give the rest of the team some time to catch up, and rotate again when necessary.

I start with pokemon I haven't used before, then I use type and role overlaps to whittle it down to six to eight.
I don't keep pokemon shorter than me. Pokelets will never learn.

This is part of why I limit the party I use to only pokemon occurring in the generation. The other reason is just to try out the new pokemon. Otherwise, my teams are planned beforehand and they usually follow a specific theme. If I end up in a conundrum where I have to choose one pokemon over another, I will try to determine which one I want to use more. I haven't been in the situation where I'm between two pokemon I really like and I have to choose one of them.

2. Raise as many as you want, swapping out the highest level mons for the lowest level so it stays even
3. Pick the beat team for each big fight
It makes for a fun playthrough. I had a team of 15 by the end of Moon.
