Shell Smash would make it more powerful offensively due to higher boosts and the ability to run mixed sets. Do consider that Mega mence is quite tough defensively though, and Shell Smashing makes it more susceptible to Priority users. Especially Extreme Killer Arceus may give it trouble.
Mega mence has a solid nieche in Ubers and is one of the most used Megas due to its defensive toughness in combination with Dragon Dance Sweep-ability. It murders pheromosa and would murder Tapu Lele due to a lack of reliance on priority and powerful neutrally hitting flying type Return or Double-Edge.
Mega Fug would mega Fug it in the ass, since it initially outspeeds it, can run special sets and thus avoids being crippled by intimidate, and can reliably use STAB dragon and 4x effective Ice type moves.
