Gamefreak gave it alot of hp to match the singular, crazy-high stat each of the Ultra Beasts had.

But, not allowing Beast Boost to actually look at its HP to heal it or increase the maximum which would further tie it to being similar to Zygarde and its Perfect form's increased health.

Now we're stuck with a shitty dragon.
