Honestly, who in the world would let No Guard OHKO move (aka If I'm Faster I Win) through the cracks intentionally? Game Freak knew that No Guard Fissure would otherwise be a thing and that gen 1 mons didn't have abilities, there is literally every reason to do what they did. (That and in every other case, having them be guaranteed HA means they're speshul.)
