The mechanics of Poke Ball are magic. They work on every species on planet, just not humans. That makes no sense. It's magic.
But then there's also the fact that humans are the only "normal" species. They don't shoot fire, they don't evolve randomly, they don't have a Type, and they're the only species that doesn't lay eggs. At least I don't think they do. So I imagine all of these things have something to do with what can or cannot be caught in a Poke Ball.

They are Pokemon, but Poke Balls have difficulty recognizing them as such because they're from another world.
UBs are Pokemon, it's just that they're drowned in Ultra Space Energy so Poke Balls have a hard time identifying them and thus containing them properly.
