It generally started around the Gen III era. You had May and Flannery known for their extremely large breasts. It then continued in DP with Dawn and her short skirt and Cynthia, and exploded in Gen V with Hilda/Rosa and Skyla/Elesa.

Maybe they think if theres good human waifus we won't jack it to Pokemon (and I think thats why every generation since 3 has had ine clear humanlike waifubait pokemon, since jacking it to furry is at least better than animals)
