I would not like this. Flygons Levitate is actualy a good thing and you want to remove it? But it isa cool power though.
I would rather have one of the cards abilities like Sandguard : Whenever this Pokémon would be damaged by your opponent's attack reduce that damage by half.
Levitate should stop existing anyway as an ability.

PD: I've thought in this move:
Sand Shower, 50 power, 100 accuracy. Ground move that hits flying-types and removes its ground inmunity.
Learnt by Sandslash, Flygon, Onix, Dugtrio, Hippowdon, Palossand, and Garchomp.
Krookodile would get the exclusive Sand Dive: rises Special Defense and Accuracy +1, in sandstorm +2. Combos well with Moxie and Power Trip

Would be an easy UU if not giving zygarde a run for its money in OU. Can't setup as easily with less bulk but the nigga is faster (weak to fewer sashes) and actually has fire moves which grants it 2 move perfect coverage. Could run sub or roost on a DD set no sweat.

The only problem are (as always) Flygons stats. It's not even that they're too low, they're just really poorly distributed (520 BST is the same tier as Starmie and Rotom-A). He either needs a full stat rebalance or a new form.
