The point of the matter is that 'Species' is basically determined in pokemon by 'Pokedex Number'.
From Nido's Bulbapedo page;

Which means a nidoran male + female still technically counts as separate species, and since (I assume) they're both the same OT, that's why you end up with the 20% (40% with oval charm!) chance.

According to Bulbapedo, those descriptors are simply called the Pokemon's "Category"
"Species" used to be what the category was listed as, on the cards.
I honestly thought the same thing for a long time.
But when the breeding page says 'same species' they mean blubasaur + bulbasaur, NOT bulbasaur + ivysaur.
Hope that clears things up.

While this could be fixed using alternate form logic, it would mean rewriting the dex list entirely. They refuse to do this because legacy. I could even make an argument for all things related by evolution are also the same species, as evidenced by the matter that what hatches from their eggs regardless of evo state is the base form. They are all considered separate by the game's mechanics. I concur; but I do have to devil's-advocate by saying that the Anime technically is a separate 'story' so taking anything from that and applying it to gameplay elements won't work.

I honestly think that tauros + miltank should be the same species, as well (connected via a baby pokemon).
But the breeding mechanics is basically going off of pokedex number, and tweaking that to make the nidoran thing 'fit' seems like way more trouble than it's worth.
Rather than saying 'fuck GF' while trudging through the low percent chance; I- personally- would like to get to know the mechanics well enough so that I can force higher percent chances more frequently (easy examples; have someone hatch a nidoran for you to breed with, or use a different OT ditto. Either would bump you up to 50% (80%) chance for an egg, up from 20% (40%).

If you want to split hairs, no, no part of the game explains this, ever. In fact, I'm not sure if ANY part of breeding is directly explained by the game. It's just something we know the game mechanics to do. I guess it's a technicality, but it also means that while breeding does exist according to lore, there is no explanation for any part of it.

Breeding mechanics haven't ever been explicitly stated, in game.
We are all applying unofficial terms to things that GF probably doesn't even want us knowing the math to, and then arguing about what does or does not sit right via the lore.
What I've been trying to say is that there literally is no relevant lore.
