When a character cuts off their hair, it often symbolizes a rite of passage or bout of character growth. A princess striking out on an adventure, or a new recruit at boot camp, for instance. Hair is something that takes time and effort to grow, so parting with it voluntarily can be a powerful act.

Cutting hair isn't character development, it's symbolic for character development.

It only works when the character has actually developed.

It's another bait thread. There's at least a few of these a week now, and they usually start out the same way: random screenshot of Serena followed by hastily constructed straw man for random /vp/ers, many of whom who barely watch the anime, to bitch about.

I mean, Serena is by no means a perfect character and has flaws that most of her fans will readily acknowledge, but the sheer number of threads that people make to bitch about her is kinda amusing, I have to admit.
