It's a movie using Kanto as a backdrop and Ash's Kanto Pokemon for a team because he literally has jack shit in Alola right now, and a Kalos movie would feel dated.

They should have ended after Johto. They should have kept the original Johto Journeys' plot of Suicune/GS ball, ignore all those fillers that they created o keep the anime alive until RS got released, and make Ash defeat Gary or Gold in the final and became the champion.
