Many pokemon gain a new set, as well as making Foul Play more likely to be used, as well as more counter and mirror coat users. Knock off will leave most of them defenseless, considering most of those offensive builds will not put many points into defense. You could try to remedy this by making balanced evs, but at this point you would be better off with the evolution with a proper item and stats, than ending up with new sub optimal Glass cannons.

Only pokemon that would be worth it are probably Torracat, Magneton, Haunter and Scyther for being faster than their Pre-Evos. Magneton would displace Magnezone in OU since a drawbackless Choice Specs boost might push it over the top. Incineroar is already pointless so Torracat takes over there and vies with Arcanine for team spots in UU.

Haunter sees an uptick by virtue of Levitate, even though it's still slower than its Evo.

I can't think of any other pokemon faster or otherwise better than their Evos, so that may very well be it.

Trapinch would work successfully as Dugtrio alternative. More power and bulk at the cost of speed and priority(unless you find STABless Quick Attacks viable).

It would help weather sweepers the most, since they don't care too much about the speed loss. Weepinbell, Ivysaur.

Rhydon could use the Special Attack boost + Fire Blast or Ice Beam as a gimmick to hit certain Pokemon harder.

Magmar and Electabuzz sound cool on paper, but they don't have the movepool of their evolutions.

Dusclops would outclass Dusknoir, again, since the latter's best set is Choice Band. Klang would do the same to Klinklang, since the latter has nothing over it but a higher Speed tier.

That anon brought up an Evolite-like item that boosts both offenses and defenses for first stage NFEs. Trapinch would have better bulk and firepower compared to Dugtrio.

What about an eviolite that gives a 25% boost to all stats (except health) to pokemon with no evolutions at all. Legendaries dont count.

Nothing really, as everything offensive uses Life Orb anyway. Even with Rude Evolite, the LO 'mons would often make more damage than thier Rude Evolite counterparts, and even if the NFEs would make more damage, the FEs have speed and movepool to compensate for this.

That being said, in OU, the Pokemon which would benefit the most from it are Magneton and Duosion. Magneton is slightly faster and hits harder now, while Duosion has pretty much the same offensive stat as Reuniculus anyway. If you are that guy,

The increased speed is not worth losing bulk. Electivire has to work for his free switches, but they're possible. Also partner Tapu Koko is a solid, albiet predictable, way to reliably increase your speed.

It wouldn't. Three main reasons why.

1) Mixed offence is shit, you're wasting a boost in one stat unlike eviolite.
2) The evos will always be better with a choice band/specs or life orb. They're faster (most important) and bulkier (less important) and have better damage output with items with easily worked around drawbacks. Unlike eviolite, where there's either no alternative or the drawback is so unworkable (assault vest) you may as well not bother.
3) Prevos tend to lack the good offensive moves their evos have, where on the defensive side prevos rarely don't have the support moves their evos have.

Exception in sneasel, kadabra, haunter, scyther and rhydon all being more viable in lower tiers. Nothing relevant to OU or even UU.

Attackiolite should multiply Attack, Sp. Att. AND Speed, but only by 1.25. I feel this is balanced.

Also there really ought to be some kind of cap on Eviolite to prevent Dusclops situations. Just make it so that if one of their defense stats is above base 100, Eviolite treats it as if it's only base 100.

The bulk would be negligible, as it usually still dies to most unresisted moves from anything you deem worthy of trapping. The fact that you can run focus sash on dugtrio to tank a hit and kill is what matters most
