Not in the slightest. Keep in mind that it has access to a STAB multihiting priority special attack as well as pretty much every other staple water move like scald, surf and hydro pump. Not to mention its massive movepool provides a lot of coverage options.

But the biggest determining factor is the fact that Greninja can still hold an item while doing this, so you can run it as a suicide sweeper/wallbreaker with a life orb.

The concept? No. A Pokemon needing to kill in order to Mega Evolve, and then not even having an ability would not make for a good Pokemon. But it works for Greninja. Greninja already had good offense and could outspeed most of everything. Give it Specs and Hydro Pump, and it'll hit really hard. Once Mega Evolved, it gets even higher SpA and Speed, so it hits even harder. Imagine Mega Zard Y without ability and low SpD, but faster, not weak to SR, able to hold an item, with a 60 BP STAB Priority and pretty good coverage.
