Because they both fill out different roles. Y is for special nuking right off the bat and X is the viable physical Charizard a lot of people wanted.

X is popular because it's Dragon-type (and because, at the time, its color scheme let it ride off Zekrom's popularity). Making both Dragon-type would make it more even.

I personally prefer X BECAUSE it's Dragon-type, but Y is more impressive overall and both really should have gotten it. As it is, Y feels even more invalidated as a dragon than base Charizard even though it most likely is supposed to be one.

It's definitely the natural progression in terms of design and stats. But for it to be a fully natural progression, it'd have to be Fire/Dragon because Charizard was clearly based on one. Fire/Flying MCY seemed to be merely for the sake of a cheap bait-and-switch marketing tactic to disappoint fans so they'd be more hyped for its super duper special edgy dragon counterpart.

As it is, MCX's typing makes it feel like MCY went "fuck it" and discarded the whole dragon theme to become an ambiguous flying reptilian kaiju (Rodan?), even if that wasn't the intention.
