In Gen 2, Snorlax is unquestionably the best Pokémon, but is it better to use a Zapdos team (with Curselax and four sweepers/exploders) or a Raikou team (with Drumlax and four walls/supporters)?

Why not use both?
Stick a Suicune/Vaporeon in and you'll deal with all ground types without any worries.

Actually, if I'm going to stick with both, I'm probably not going to use Suicune or Vaporeon. The most common offensive skeleton is Snorlax, Zapdos, Cloyster, Exeggutor and Steelix, with something with sweeping potential in the sixth slot (Vaporeon, Gengar, Machamp, take your pick. Raikou might work). The standard stall team is Snorlax, Raikou, Skarmory, Cloyster, Miltank, with utility or glue in the sixth slot (Suicune, Starmie, Zapdos etc.). Both skeletons allow double electric, but in the place where you might have used Suicune or Vaporeon. Also, Cloyster can deal with most Ground-types quite well, thanks to high Defense, STAB Surf and not much else to do after Spikes are down, unless you decide to Explode on something.
