The whole implication behind Necrozma is that it's a UB, but Interpol doesn't know what it is and doesn't classify it as one because it's been sleeping in the ground for centuries. It clearly shares the same traits as all the others, having prime numbers for stats and moves and having that weird ringing noise in the back of its cry like the rest of them. Only reason it doesn't have Beast Boost is because it's a weirdo like Solgaleo and Lunala, completing their trio.

There's really no reason to go off on a tangent about all mons being related to Ultra Space, when the origins and stats and cries and whatnot pretty solidly define what is and isn't one.
