It depends on quantity of temperature of both.
Tbh I think Ice should be SE against water because if you cool down water it literally becomes ice. The "ice can be melted" argument is kinda bad because water attacks are not supposed to be hot water. Fire is already SE against ice.

Just remove Ice's weakness to Fighting, Rock, and Steel. Those only make sense with literally made of ice Pokemon like Regice and Cyogonal anyway. Ice-types are no longer completely fucked defensively, but aren't overloaded with resistances like Steel-types.

Ice got the hero it deserved this gen. More mons with Snow Warning, the intro of Slush Rush, and Aurora Veil. Sure it'll take one or two gens before we get mons that can be good while making use of this, but it's definitely a start.
