The Japanese games had their character limit bumped from 5 kana to 6, so the English games just followed suit from 10 to 12. Even though the only Pokemon to take advantage of it at the time was Fletchinder with 11 letters, it's still useful for nicknaming purposes. They don't have to force Pokemon names to be 12 characters long now just because they have the capability to, but Crabominable just so happened to be a good pun that was exactly 12 characters long.
