I had an idea to, instead of buffing it, create a regional variant. It would be based on thunderclouds so it'd be flying/electric, with drizzle, and access to hurricane and thunder, while keeping the rest of the movepool and its stats the same.

I don't think it's too good, but I think it'd definite OU material, even with sub-100 Special attack.
