Long reach: The user can use moves during a semi-invulnerable turn.

For example, you can use fly, and on the second turn, you will attack with some other move you selected chosen, and then attack with fly. This means you can effectively deal double damage per turn, but it leaves the opponent time to use protect or switch to something else. Since Decidueye doesn't have any moves like that, give him phantom force and fly. Obviously you can't use another semi invulnerable move during the semi invulnerable turn.
