It can't fly. At least not at high speed. Even if it can somehow stay in air using its fins as wings, it would be extremely slow. The only way I can imagine it flying fast would be jumping with a lot of power, going fast. It cannot create speed with its wings, but maybe with legs, it might work out.

Either way, how the anime is depicting it is just wrong.
