They could've just had some house where some NPC uses Rotom with their utilities to get jobs done and that would be how you change forms. Since it'd be in a rural setting it wouldn't be a massive stretch.

And I'm sure it wouldn't be difficult to allow you access to some lab area or environment where you can interact with a Rotom to catch it. Since they use them for the Dex again I don't think it'd be a massive shoehorn but who knows.
