What exactly is it that makes Alola more... feminine looking I suppose?
Eyeshape and fluffiness is all it takes? Would this work on other Pokemon as well? It seems like such a small change yet it's so noticeable.

I assume that and the updated design. I'm sure regular Ninetales would look more feminine if had "new" art for gen 7.

Line thickness, eyes contrast less with the body, more small details to emphasize how "soft" it is, softer color transitions and pastel blues, lacy and extraneous hair parts rather than uniform sectors like on the Kanto Ninetales. Also the pose, Kanto looks more like a sitting, smug fox, while Alola has forelegs positioned in a manner closer to each other, with an expression more suggestive of a slight smile.

The eyes and the snout. Alolan has a slight curve to it, making it look more feminine. Also I guess in comparison Alolan is a bit thinner, giving it a more elegant look.

Eye, hair and color. It's not one of those things. It's all of those put together on an already somewhat feminine Pokemon.
