Assuming this is with Gen 3 mechanics, the best answer is surprisingly Seviper.

Seviper (it having Flamethrower) > Minum (neutral STAB Special attacks) > Swellow (Swellow only had Physical moves back in Gen 3)
In later Gens, then pretty much all of them can take on Forretress, altho Swellow still gets hurt alot by Gyro Ball and can miss heat wave.
