The highest Dragonite, Gyarados and Vaporeon are all 100%, first two I got from eggs and the other was a wild Eevee

I never cared much about IVs until I hit level 30, since it was something else to care about other than just CP
If you catch a high level Pokemon, appraise it and see what your Team Leader says about it. Even if you have no knowledge, you'll figure out what each saying means in no time.

For Instinct:
Room for Improvement = Below 50%
Decent = 50 - 65%
Strong = 66 - 79%
Battle with the Best = 80 and Above

Try and find Pokemon with high level and at least in the 66% or above tiers, it's completely down to luck but it saves tonnes of stardust/candy if you manage to find a high IV Pokemon with a high level too.

Walkfag here that uses scanners to check nearby. Had a surprising day of catches amid the sea of water pokes. A 2200 blissey with 70% IVs, an 80% houndour, then finished the night off with this fat shit, only 9% IVs though lel

Just got back into GO, I have no saved candies, no Stardust, and my team is trash IVs I sunk all mine previously gathered materials into. Hoping I can catch back up. Just spoof near a bunch of stops and catch everything while spinning. You can get to level 30 in a day or two if you put some time into it. Catch everything for the dust and exp.
