Jolteon was replaced by Mega Manectric in Gen VI. Raikou was also used more for that slot because it had more bulk than Jolteon so it could actually switch in on certain attacks, or take boosted resists better.

For Gen VII, Tapu Koko is a complete upgrade. Jolteon's advantage is Electric immunity, and I guess a Steel resist, but Tapu Koko can cover a lot more ground in spite of lacking those things.

I'm not sure but Jolteon is a decent anti-meta pick and no one wants to take any attack off those stats, and you know Jolteon will attack first in many scenarios. The best set involves Volt Switch imo which Smogon doesn't include for some reason because they evaluate Jolteon as a straight sweeper when it isn't anymore, it's better as a scout.

Double dubs of truth. I still like using it. Its speed is godtier and the electric inmunity is always useful. Also, it can use Koko's eletric terrain and force it out. The M-Manetric thing is also true but Jolteon still hits harder with LO/Specs and doesn't make use of the mega slot. Honestly, finding niches for all the fast special electric attackers is getting harder and I don't know what could make Jolteon more usable
