It's not a literal avalanche. No in-game lore supports or denies this, but based on itaking contact, we can assume it's probably more along the lines of an ice element tackle.

physical move =! contact move. Earthquake is physical because the Pokémon creates it without energy (via stomping or something, just like Bulldoze,) and so it's a physical move.

They use the grass like it's a rope, so there is risk of the user making contact. Not sure why it's special, though; that's an issue in my book.
