Because it's still hand drawn, mostly. Western animation has gone full digital so they can tween as many frames as they want with comparatively little cost.

To my knowledge the SM anime is one of the first mainstream anime to go full digital and one of the bonuses they get from this is they can get the full benefits of high framerates and upscaling that Western animation has been enjoying for years.

Flash isn't inherently cancer, as shows like Samurai Jack Season 5 have been proving. Flash animation is like using Unity as the engine for your game. You can make things just as good as things used to be if you put forth the right effort, but it gets such a negative reputation because it allows lazy people to get away with being lazy more easily. The bare minimum effort in flash goes further than putting that same amount of effort into something hand-drawn, so it attracts people (and companies) who don't want to give more than the bare minimum, either out of laziness or wanting more profit margins.

Digitally assisted. What we lost in Johto were inked cels, they still hand-draw all the lineart and use software to draw in the colors. Even right now, they still do all the lineart for keyframes on paper, but they're looking to shift the whole process over to software so they can put out fluid and high quality animation more consistently on a weekly release schedule.

And of course by "high quality animation" they mean characters doing more than just standing around on static backgrounds and ditching battles full of speedline effects. I'm still partial to the new art direction, but whether or not the characters look better doesn't really matter, the show is definitely a shitload more expressive and fluid than previous seasons and that's a great thing.

I personally really love sun and moons anime so far. The art design is everyone's main complaint but I really like it. I find it very fitting for a series as fun and light-hearted as Pokemon.

I'm also a sucker for smooth animation and cute art styles. They portray emotions really well

I watched some of the new anime. I think the sloppy models with more actual distinct poses works perfectly for a dumb kids show like Pokemon. It's like, finally consistently pleasant and way less stale. Much more endearingly retarded.
