Torterra is very well designed but it's not "cool" (think Greninja or Decidueye) or cute or waifu-able or attractive to furries so unfortunately it's not surprising it's not very popular.

Though I should also point out that popularity contests only measure how many people have a Pokemon as a favorite. Just because Torterra isn't many people's favorite doesn't necessarily mean people don't like it.

Sums it up.
It incorporates a bunch themes without looking shit. Not something every Pokemon can accomplish. But even with that under its belt, it looks mediocre as fuck, so not many actually care about it.

It looks cool, but also looks like it'd be terrible in a fight.
