He doesn't really need it, a resisted Wood Hammer under grassy terrain is the same base power as a neutral Play Rough. Most of the mons it would be useful for (The only semi-relevant ones I can think of off the top of my head are Latios, Dragonite, Breloom, Buzzwole, Kyurem-B, and Salamence) Bulu has plenty of coverage options for anyway.

They purposely nerfed him by not giving him Play Rough.

Play Rough doesn't give him that great of a coverage anyway. What it needs is more cool Grass moves like Sleep Powder.

Play Rough doesn't do anything for him, as it doesn't hit any of the common Steel, Poison and Fire types which threaten him. It's already hard pressed to choose between Stone Edge and Zen Headbutt, two moves that provide actual coverage, with Horn Leech and Superpower being mandatory on any set, and Wood Hammer being mandatory on CB.

It sure is. Grassy Surge is a Pokémon's best friend in doubles, but he has too many weaknesses to be effective in battle, like Tyranitar.

They should give it Play Rough and High Horsepower.
