The only time Starmie did good in Gen 6 OU was after Greninja's ban.

Greninja outclasses Starmie entirely as an offensive water type special attacker and Tapu Fini outclasses it as a hazard remover.

Greninja does everything Starmie can do but better. The offensive Starmie set is way outclassed by protean because Greninja is faster and hits harder (every attack is a STAB). Not even gonna get started on Greninja's mindgames between protean and battle bond.

The only niche Starmie had in gen 6 was rapid spin, but it is now unecessary in a meta where Tapu Fini and other defoggers dominate, there's no real need for spinners now.

The other thing Starmie has is natural cure and recover, aka defensive tools, but its bulk is poor anywhere and it doesn't really lead you anywhere. there are other options better suited for mainstream tiers right now (Gren, Tapu Fini, even Primarina)
