I think it's just moreso that he usually obtains Pokemon just through making friends with them rather than battling and catching them, they join him out of choice rather than capture. Not to say he's the only character that befriends Pokemon, but rather that he usually never catches them in the traditional way.

I think it's more due to the fact that James, by storytelling perspective, is a "bad guy". So the kindness he shows to his 'mon contrast with that status, creating a somewhat more endearing image in comparison to the main characters.
