Mimikyu probably wouldn't exist either, since, without the anime, pikachu is just another electric type. Hell, the entire pikaclone archetype probably wouldn't be a thing. Red would have a different team in GSC, since Yellow is no longer a thing.
The second one is probably more likely, though, at least in the west.

Pokemon would have a small but very loyal fanbase, akin to Monster Hunter and SMT. The games would probably never reach the 7th generation in 25 years... at most the 4th. The target audiences would be reversed - young adults would be the primary audience, with kids as secondary. Less flashy features, more game balance and strategy. Maybe a harder single player.
