Their goals for the first two (catch a lot of Pokémon and catch island scan Pokémon) were ridiculously high, so they made the targets a bit lower for the next ones (trade on GTS and Battle Tree wins)
They didn't account for the fact that people generally find Trading and Battling to be less tedious to do repeatedly than catching Pokémon.
Egg hatching will probably have to be in the 50,000,000 range to be a reasonable target.

The real thing y´all forgetting is the fact that as of the last two missions, EVERYONE was participating, not just those who would sign up via Global link.
The effort of the first two missions was only counted towards the goal if you´d do the game syncho.
since filthy casuals most of the time dont even connect their game once, they either forgot/didnt knew about it or just didnt care.

I'll be honest, I legitimately didn't think people played the Battle Facilities that much either but 250,000 is definitely very low to begin with, which only amounts to 1,000 full Tree runs.
At the number of BP earned, that means it was somewhere around 62,700 full Battle Tree runs. However, we don't know how many of these points were earned due to the same people doing multiple Tree Runs and how many runs they did but I'm sure they've collected data on that.
