There's a lot of shit moves there like Confide and Round, I think Giga Drain and Recover should be TMs.

Barely anyone even learns Smart Strike or Aurora Veil so I'd remove those for Giga Drain and Drain Punch.

Reuse some weird and forgotten attacks and/or some random ones of interesting types.

Like, Barrage, Double Hit, Aurora Beam, Sky Uppercut, Quick Attack, etc.

I never saw the point of Smack Down being a TM. It's almost always postgame or battle area exclusive, and there's already three Rock TMs anyway.

I kind of want the elemental punches back, but alongside Ice Beam and the like. A new good Special Fighting TM (i.e. not Focus Blast) would also be nice. Giga Drain and Drain Punch too.
