Primarina is the only 3 of the starters that really doesn't need speed. Though more speed is always nice Primarina is bulky enough to tank most hits while also having one of the best typings in the game. Slap specs on it and you have what is probably one if not the biggest special threat in UU. Decidueye and Incineroar on the other hand suffer a lot from low speed. This is why Incineroar is only usable in VGCmeme and Decidueye only ever has a niche in UU.
