Arceus can technically be a Poison-type legendary, but we still don't have an exclusive one unless Nihilego counts.

They want legendary that you catch as Poison Type and will never not be Poison Type.

No, they mean Arceus DOES count because its ability allows it to change type. (Which makes Froakie a Grass and Fire type starter by the same logic.)
