No, it's more that all three of the Alolan starters are just so irredeemably bad.
This gives the people who chose one over the other the incentive to attack other starters because, hey, "my choice may be bad, but theirs are worse".

I mean, with the other starters from other gens, people can at least agree which of them are good either by design or competitive.
With the Alolan starters? Not so much.
