Only way is to notice when they're breaking rules and to report the shit out of them when they do. Sadly, just wearing a trip isn't a bannable offense on its own. It's not really about the brightness, it's more about the saturation. This was pretty quick, but by giving the focal point the highest saturation and contrast in the image, you can "force" someone to look there. You can also do the same thing with soft edges and hard edges.

I like the colours in the second version, the one on the rightm more; they seem softer. And whilst I understand what you're saying about applying a blur and a focal point, I'm really not a big fan of the technique unless I'm playing with background and foreground detail.
This is just my opinion and understand it might be a personal choice of yours. I know how it works, but for a simple, generic piece, I'd prefer to keep it all in detail.
