Yes, cyndaquil and fennekin can be argued to not fit. Even though, cyndaquil is "the fire mouse pokemon", and fennekin is a fox, part of the canine family. They can also be argued to fit due to these facts.

So there's 5 starters that undeniably fit into the zodiac, and 2 that can be argued either way.

You can't just chalk that up to a coincidence with those odds.
