What was the point of putting Misdreavus at the very end of the game in Gen II?
There were a lot of stupid decisions regarding the distribution in GSC.

Game-wise gen II is probably my favorite gen. But holy shit did it make some awful decisions when it comes to level scaling and Pokémon distribution. I get that some Pokémon should be Mt. Silver exclusive. It's not a region you've been to before. But why are Pokémon that didn't appear in the previous game exclusive to locations from the previous game?
