Give one example of this. The only defensive legend in a boxart pair is Lugia, and even then Ho-oh was fairly tanky as well.

It was necessary though. Fire is a great STAB to complement Flying. Whereas Psychic is offensively shit. Lugia is better of as a wall than a weaker Mewtwo with more weaknesses anyway.
