Since Pokémon exist in a hunter/prey relationship, and it's canon that Pokémon eat each other.

Raichu probably feed on bugs or seeds (spinarak and sunkern maybe?), and as the other anon said they're probably prey to cat pokemon.
I would be tempted to say they're prey to bird pokemon as well, but electric weakness leaves you wondering. Really wish there was a ground/flying that was a bird. Then again carbinks have a type advantage on their predators (gabite, sableye), so who knows
