Not OP, but I love Wormadam and I'm mad.

i dont know what criteria they use when designing pokemon, but you can tell that some are deliberately designed to function a certain way in battle

GF doesn't care about competitive battle despite it being a core part of the franchise since RBY.
Otherwise they wouldn't have just done things like:
Give Megas random stats, typings, abilites and designs.
Give/Take moves from pokemon at random like Bounce Magikarp and the like.
Keep making the same types of pokemon we've had for years like the huge amount of water types and lack of fire, poison, and rare types like electric/ice.

It's kinda hard to buff the shitmons when you have literally hundreds of them

If ALL Pokemon weren't unusable competitively, then they'd all be on about the same level, and then none of them would be good. Either that, or the whole process of shitmons and usable Pokemon would start all over again. Point is, there's no point.

GameFreak doesnt usually give things moves etc to fit the stats;
Wormadam is the female counterpart to a moth, thus close enough to being a butterfly to get Quiver Dance.

Its a shitty bug that hangs from trees and is covered in trash/debris so of course its going to have tiny HP and be slow as fuck.

You cant perfectly balance anything with more than 3 options. The only way to make Pokemon truly balanced is to give every single Pokemon in the game 100 in every stat, remove Abilities, and make everything learn nearly every move.
But wouldn't you know it, that doesn't actually work because you'll still have your Celebi and Abomasnow and Aurorus and Garchomp will still have the best typing in the game

Same. Trash Cloak Wormadam's my favourite Pokemon, and they could have at least given it some of its tutor moves. It was at least usable when it could get Electroweb and Stealth Rock- now there's pretty much no reason to use it over something like Forretress.
