Probably an error related to evolution moves. Fairly sure in the code they're like on the bottom of list, around Level 1 moves.

nah, a pokemon can learn the same move twice. a lot of times it's something like "Pokemon X learns move Y at Level 1 and at Level Z", Level 1 also sometimes being called "Start" or "Base" or something.

In this case I think it's because GF did the new Evolution Move system, so something probably got fucked up there
